A National Minimum Data Set for Home and Community Care

This authoritative and useful account details the development of a national minimum data set and statistical linkage key for use in the Home and Community Care (HACC) Program. Due for implementation from July 2000, the HACC Minimum Data Set is designed to provide information about the characteristics and circumstances of people assisted through the HACC Program, and the extent and nature of assistance they receive. Although this report focuses on the development of a data set specifically for the Home and Community Care Program, it contains fundamental lessons and parallels relevant to data development across a wide range of fields. The report is best read in conjunction with the HACC Data Dictionary 1.0, developed by the AIHW under the auspice of HACC officials.

Provides the first comprehensive statistical information on residential aged care facilities and their residents since the introduction of structural reforms in late 1997. Obtaining consumer feedback from clients of Home Based Care Services: a review of the literature

This literature review examines methods for obtaining consumer feedback from the users of home based care services. Its aim is to provide an informed discussion of the advantages and disadvantages of various methodological approaches and to canvas issues that arise in the collection of these data. The review was undertaken to inform the development of a method or methods to be used in the collection of consumer feedback from clients of Home and Community Care (HACC) services, as part of the HACC Services Standards quality appraisal process. Current until 1 March 2000.

Home and Community Care (HACC) data dictionary version 1.0: Home and Community Care Program National Minimum Data Set

The HACC Data Dictionary Version 1.0 is the culmination of development work undertaken by the Australian Institute of Health and Welfare as a result of the Review of HACC Data Requirements and the development of a draft HACC Minimum Data Set. The draft Minimum Data Set was accepted by HACC Officials, in principle (subject to further development work), as the basis of a new national HACC data collection to replace the existing HACC Service Provision collection, the HACC User Characteristics Survey and the Community Options Project collections. The HACC Data Dictionary Version 1.0 contains all of the data elements that are required to be reported in the HACC MDS collection. It also contains specifications for those data elements that need to be recorded on the information systems of HACC agencies in order to support the reporting requirements of other data elements. That is, the HACC Data Dictionary contains the specifications for both supporting and reporting data requirements.

Provides comprehensive statistical information on hostels in Australia and their residents for 1996-97. The report gives data on the capacity of hostels and admissions and separations. It also gives data on hostel residents and their characteristics and levels of dependency. This report will be useful to aged care service planners, providers of aged care services and researchers in the field.

Breast and cervical cancer screening in Australia 1996-1997

This report is the first to present national data on breast and cervical cancer screening in Australia. It presents data based on a new set of indicators for breast and cervical cancer screening from BreastScreen Australia and the National Cervical Screening Program. Data on current status, trends over time, and State and Territory comparisons are also provided wherever possible. Breast and cervical cancer screening in Australia 1996-1997 is a joint project between the AIHW, the Commonwealth Department of Health and Aged Care, BreastScreen Australia and the National Cervical Screening Program. It is a valuable addition to the AIHW's Cancer Series.

Government health and welfare expenditure on older Australians

Examines the level and patterns of government health and welfare expenditure on older Australians. It describes the main areas of expenditure, and argues that the controls put in place in each of these areas to contain costs have resulted in a manageable increase in government expenditure. Current until 1 December 1999.

Developing quality measures for home and community care: prepared for the HACC officials standards working group

Describes the successful development of an Instrument to measure the performance of HACC agencies against the 27 National Service Standards. Developing Quality Measures for Home and Community Care will be of interest to service providers, program planners, consumer organisations, and anyone interested in quality assurance or performance appraisals. The project was undertaken in consultation with the commonwealth, States and Territories. The report includes the original HACC survey instruments and technical appendices on CD-ROM.
