Background

The Institute operates under the Australian Institute of Health and Welfare Act 1987 and the Commonwealth Authorities and Companies Act 1991 and is governed by a Board. It is responsible for providing the nation with reliable, regular and current facts and figures on the health and welfare of Australians. The Australian Institute of Health and Welfare has five Groups: Information and Strategy; Business; Health and Functioning; Welfare and Housing; and Economics and Health Services.

Job Description

The successful applicant will be heavily involved in the Institute's drive to improve data accessibility while at the same time safeguarding privacy.

This is a position that has been created under one of the five strategic directions in the AIHW's Corporate Plan 2007-2010, 'Enhancing data access, protecting privacy'. It will be located within the Metadata Infrastructure Services Unit (MISU).

Access and privacy are vital in their own right and for each other. The AIHW will be taking a strong stance in promoting its unique combination of privacy measures and the greater access this gives to health and welfare data sets brought under the Institute's protection. The AIHW will also play a leading national role in explaining that access and privacy are mutually beneficial.

Duty Statement

In accordance with Diversity and Participative Management principles undertake one or more of the following tasks:

  1. Develop, implement, and maintain the Institute's procedures covering access to and privacy of information.
  2. Establish and support a mechanism for receiving, documenting, and tracking data access requests.
  3. Oversee the provision of privacy training and orientation for employees as well as promoting activities to foster information privacy awareness within the organisation.
  4. Provide advice to management on the Institute's application of policies for access to information and the protection of privacy.
  5. Promote the adoption of best practice for enhancing access and privacy.
  6. Work closely with internal staff involved with release of protected information to ensure coordination and cooperation under the policies and procedures of the organisation as well as legal requirements.

Selection Criteria

These criteria must be read in conjunction with the duty statement for the position, and the conditions of engagement for the Australian Institute of Health and Welfare.

  1. A strong client focus, including being able to balance the Institute Strategic Direction of enhancing data access while at the same time protecting privacy.
  2. Knowledge (or demonstrated ability to quickly acquire the requisite knowledge) of principles and laws relating to data access and information privacy.
  3. Demonstrated ability to manage projects, including the capacity to plan, undertake and supervise project activity with an eye for detail.
  4. Communication and interpersonal skills of a high order, including a capacity for liaison and negotiation on complex issues.
  5. High-level writing skills, including demonstrated experience with the writing of analytical reports.

A knowledge of, and demonstrated commitment to, the principles and practices of Equal Employment Opportunity, Industrial Democracy and Occupational Health and Safety, and an ability to apply them to staff management and work practices.
