The Australian Institute of Health and Welfare has five management Groups: Information and Strategy Group, Business Group, Economics and Health Services Group, Health and Functioning Group and Welfare and Housing Group and employs about 230 staff.

The Expenditure and Economics Unit is one of four units within the Economics and Health Services Group. This Group compiles statistics and undertakes analyses about the financial and human resources used in health and welfare, and about key health services. Areas of subject matter within the Group's scope include health and welfare economics (health expenditure, welfare expenditure, health system expenditures on disease and injury, health labour force and community services labour force), and health services (hospitals, mental health services, other health services and the quality and safety of health care).

The Expenditure and Economics Unit produces national reports annually on the provision of health and welfare services in Australia, including expenditure on disease and injury, and on public health and Indigenous health programs. The Unit develops methods and definitions to improve the collection and reporting of health and welfare services expenditure information and regularly publishes the results of its analyses in order to inform debate and policy development. The Unit is also the key provider of health and welfare expenditure statistics for international organisations such as the Organisation for Economic Co-operation and Development and the World Health Organization.

Job description

The position offers an interesting and varied work program with a particular focus on health expenditure information. You will assist in collecting, analysing and producing statistics for the Institute's annual publication, Health expenditure Australia. In producing statistics for this publication, you will develop an understanding of both the Institute's National Health Accounts framework and the International System of Health Accounts framework. You will also be working as part of a small team to review the way in which the Institute collects and compiles health expenditure statistics. The position will involve liaison with government, community and professional organisations.

Duty statement

  1. Assist in the compilation and collection of health expenditure data and the maintenance of the Institute's health expenditure database.
  2. Participate in statistical analysis for routine statistical reports and ad hoc data requests for statistical information.
  3. Participate in the preparation of written material for publications, reports and meetings.
  4. Liaise and negotiate with appropriate government, academic and private sector organisations.
  5. Contribute as a member of a team to projects and/or activities and provide administrative and/or professional support.
  6. Contribute to the development of Institute-wide projects.

Selection criteria

These criteria must be read in conjunction with the Duty Statement for the position. Experience, knowledge and skills directly related to the duty statement will carry additional weight in assessment.

  1. Ability to work effectively with data using computer software packages e.g. Microsoft Excel, Microsoft Access, SAS.
  2. Problem solving and analytical ability, including the ability to create and interpret tabular and graphical data representations, identify data problems and suggest solutions.
  3. Good written communication skills for internal and external purposes, including statistical analysis and commentary.
  4. Effective liaison and oral communication skills with both internal and external clients.
  5. Effective organisational skills, including the ability to manage work flows and priorities, and to meet deadlines.
  6. Demonstrated ability to work in a small team environment.
  7. Tertiary qualifications, preferably in economics, statistics, actuarial studies, social science or other quantitative analysis.
  8. A knowledge of and demonstrated commitment to the APS Values (in particular, Workplace Diversity and Occupational Health and Safety) and an ability to apply them to one's own work practices.
  9. Understanding of or the ability to develop an understanding of health and welfare expenditure statistics and how they relate to health and welfare policy.
