The Australian Institute of Health and Welfare has six Groups: Health, Welfare, Housing and Disability, Economics and Health Services, Information and Strategy, and Business.

The three units that together comprise the Welfare Group are responsible for developing, producing and analysing data on community services as well as some associated areas more traditionally regarded as part of the health field. The Group undertakes work on ageing and aged care, the health and wellbeing of children, youth and families, and cross program linkage analysis.

The Community Services Integration and Linkage Unit drives the Welfare Group's strategic focus on developing cross program statistical information aimed at supporting whole of government approaches to policy issues and service delivery. The unit is undertaking a number of innovative projects involving the linkage and analysis of data on aged care services and community services for young people. It also has responsibility for coordinating a national collection on juvenile justice, and the preparation of reports relating to juvenile justice.

Job description

The successful applicant will be required to manage, coordinate and undertake work under limited supervision on a range of projects involving data linkage and/or analysis of community services and other data. This will involve development of data linkage strategies, analysis and interpretation of complex statistical information, and preparation of draft material for publication and presentation. The applicant will also be involved in other aspects of the unit's work program as appropriate.

The applicant must have excellent statistical and analytical skills, and a demonstrated capacity to manipulate and interrogate data sets using a range of software such as SAS, Excel or SPSS. Experience in undertaking data linkage and analysing linked data sets would be an advantage. A demonstrated ability to work in a team and a high order of written communication skills are essential, as are good oral communication and an ability to liaise and negotiate with other government bodies, community and professional organisations.

Duty statement

Immediate Supervisor: EL 1 Project Manager

Under limited direction:

  1. Develop strategies for linking data from a variety of sources.
  2. Undertake data linkage and analysis of linked data sets.
  3. Maintain, analyse and interpret administrative and other statistical data.
  4. Prepare and draft materials for publication and presentation.
  5. Respond to information requests and present information to clients and associated organisations.
  6. Liaise and negotiate with other government bodies, community and professional organisations to meet project requirements.
  7. Represent the AIHW at meetings, conferences, seminars and in the media.
  8. Assist with administrative activities of the Unit and the Institute as required.

Selection criteria

  1. Statistical and analytical skills of a high order including a demonstrated ability to analyse complex data sets. In particular, experience undertaking data linkage projects and analysing linked data sets would be an advantage.
  2. A demonstrated ability to manipulate and interrogate datasets using a range of software, such as SAS, Excel or SPSS.
  3. Good knowledge and understanding of policies and issues in community services and/or juvenile justice.
  4. Excellent written communication skills.
  5. Well developed liaison and oral communication skills, including the ability to communicate with external clients on behalf of the AIHW.
  6. A demonstrated ability to manage priorities, meet deadlines and work in a small team environment.
  7. A knowledge of, and demonstrated commitment to, the principles and practices or Workplace Diversity, Participative Management and Occupational Health and Safety, and an ability to apply them to work practices.
  8. Relevant tertiary qualifications.
