Describes the successful development of an Instrument to measure the performance of HACC agencies against the 27 National Service Standards. Developing Quality Measures for Home and Community Care will be of interest to service providers, program planners, consumer organisations, and anyone interested in quality assurance or performance appraisals. The project was undertaken in consultation with the commonwealth, States and Territories. The report includes the original HACC survey instruments and technical appendices on CD-ROM.
