Deflators

The real value of money is diminished over time by rises in prices (inflation). To measure real changes in expenditure on public health activities, it is necessary to adjust the estimates of expenditure to remove the effects of inflation. In this report, this is achieved by expressing the estimates of expenditure for all periods in terms of the purchasing power of money in 2023–24. This is referred to throughout the report as ‘expenditure in constant prices’.
