This report provides insights on current and ex-serving Australian Defence Force members (veterans) who have not accessed services from the Department of Veterans’ Affairs (DVA) or have not accessed DVA services recently. The report provides an overview of these veteran subpopulations to inform policy action or the need to conduct further research to inform Defence and DVA on how to better support veterans.

In 2021, over 200,000 or 53% of veterans who served since 1985 were non-DVA clients

Around 88,000 or 23% of veterans were DVA clients who have not engaged with DVA in the past 2 years

Among ex-serving members, 14% of non-DVA clients had mental health conditions in 2019–20 compared to 28% of DVA clients

Among ex-serving males who died by suicide with less than 5 years of service, 88% were non-DVA clients
