Data governance

A comprehensive and transparent approach to data governance is crucial for developing a National Primary Health Care Data Collection (NPHCDC) that is enduring, robust, secure and protective of data integrity. As an information agency, the Australian Institute of Health and Welfare (AIHW) relies upon strong data governance to operate effectively and maintain the confidence of data suppliers, data users and other stakeholders. The existing AIHW Data Governance Framework, together with the legal, regulatory and governance environment in which the AIHW operates, underpins the sound management of the NPHCDC.  

To support the specific needs of the NPHCDC, a dedicated National Primary Health Care Data Governance Framework (framework) is currently being developed. This will ensure that Australia’s primary health care data is managed, used and protected in line with legal and community expectations. Primary considerations of the framework include assurance, accountability, data quality, data comprehensiveness, and community trust.  

The AIHW invites feedback on the framework and the draft terms of reference for the proposed governing bodies by Thursday, 9 April 2026:

The Data Governance Framework Roadmap for the National Primary Health Care Data Collection (roadmap) outlines the activities and considerations to develop the framework, including how the framework will be developed with partner and stakeholder input. The roadmap was developed with input from the NPHCDC Expert Advisory Group and independent consultations with stakeholders and potential partners.

Governance considerations will continue to be reviewed throughout the development of the NPHCDC, particularly in relation to specific data custodianship requirements including data access and data sharing arrangements.
