The National Framework for Protecting Australia’s Children 2009–2020 (the National Framework), endorsed by the Council of Australian Governments in 2009, commits Commonwealth, state and territory governments, collaborating with the community sector, to an ambitious long-term plan to promote and enhance the safety and wellbeing of Australia’s children.

The successor to the National Framework is due to be finalised in mid-2021.

The National Standards for Out-of-Home Care (the National Standards) are a priority under the National Framework. The National Standards have been designed to drive improvements and deliver consistency in the quality of care so that children in out-of-home care have the same opportunities as their peers to reach their potential in life wherever they live in Australia. The National Standards focus on children and young people under 18 whose care arrangements were ordered through the relevant children's court and parental responsibility for the child was transferred to the Minister/Chief Executive.

Measuring progress

The National Framework and National Standards each have a set of indicators for which the following items are available.

  • The indicator quick reference guide provides a summary overview of all National Framework and National Standards indicators.
  • The data visualisations provide more detailed data for each indicator. The displays allow you to explore each indicator through customisable charts and tables. Displays are currently available for 28 of the National Framework indicators and 21 of the National Standards indicators—use the links in the indicator lists to open the data visualisations (those listed in italics do not currently have a display available).
  • The supplementary data tables contain all data for the indicators, along with important notes on the scope and quality of data.
  • The indicator data availability document indicates the most recent data update for each indicator. This document also includes information about which indicators include data specific to Indigenous children.

All data available from 2009 are included in each release.
